CIR Continues Rapid Growth,Accelerates Liberty Mission

On the heels of explosive growth over the past 18 months that included adding key litigators and doubling both its docket of cases and donor support, the Center for Individual Rights (CIR) announced the acquisition of two key leaders with extensive and impressive pro-liberty backgrounds: Doug Kruse and Keara Vickers.

Noting the organization’s rapid growth, CIR president Todd Gaziano declared, “We’re building on our remarkable momentum by going even bigger and bolder in our work to protect individual liberty. These two recent additions to our leadership team will help us do just that.”

Doug Kruse joined CIR in November 2024 as Executive Vice President & Chief Operating Officer. He brings more than three decades of nonprofit experience, including leadership positions at two prominent pro-liberty organizations.

Prior to CIR, Doug served as Executive Vice President at the Manhattan Institute, where he played a vital role in advancing impactful public policies. His tenure at Pacific Legal Foundation as Vice President for Development led to record-setting fundraising results that helped fuel the organization’s rapid growth and success.

Keara Vickers joined CIR as Communications Director this month, bringing nearly two decades of experience championing liberty through public interest work.

Previously, Keara honed her expertise at renowned organizations such as the Georgia Public Policy Foundation, Reason Foundation, and the Competitive Enterprise Institute. At CEI, she played a pivotal role in supporting the organization’s litigation initiatives, including notable Supreme Court cases. Her career in public policy and passion for litigation compliment CIR’s commitment to safeguarding rights essential to personal happiness and human flourishing.

“These leadership team members will further accelerate CIR’s rapid momentum as they work to support our staff and attorneys in winning important cases that establish generational precedents for liberty,” Gaziano continued. “Doug and Keara join CIR during a pivotal period in which we’re dramatically accelerating our work to restore liberty and rein in government overreach.
